WordPerfect 12 is a pretty old program which is not compatible with Windows 7. Check out the below mentioned article from Corel.
Wordperfect Download For Windows 7
There are very less chances of this program being able to run on Windows 7. However, you can try installing it in the compatibility mode and check if it helps. To do so, follow these steps.
a.Right click on the setup file (setup.exe for the program) and select Properties.
b.Now click on the Compatibility tab and check the box which says Run this program in compatibility mode for.

c.Select Windows 98. Click Apply and OK.

d.Now right click the setup file and select Run as Administrator and follow the normal installation procedure. Check to see if you can use the program now.
