After installing Micosoft Fix it, during Fix it Center setup, while 'gathering information about you computer', setup stops - I get message 'Unable to download troubleshooters, please check your internet connection.' Hardware/Software environment:

1.) Laptop has the latest BIOS update installed from the OEM
2.) Laptop is running WinXP OS with XP SP3 (fully patched & up to date according to Microsoft Update).
3.) Internet Explorer ver8.0.6001.18702 is up to date on patches and seems to run correctly.
4.) Laptop has a wireless direct connect to the Internet with no wireless proxy installed.
5.) IE8 Security 'Trusted Sites' modified to include all Microsoft websites to enable full access.
6.) CA Internet Security Suite 2010 is installed and up to date. (Error discussed above occurs regardless whether ISS personal firewall is active or inactive)
7.) Microsoft Security Center service is deactivated due to recommendation from CA and prevent software conflicts with CA ISS 2010
8.) MSXML 6.0 SP2 is running with MSXML6.dll ver 6.20.1103.0 in system32 folder

What do I need to do to get the Microsoft Fix It Center software working correctly, since my laptop meets or exceeds all Microsoft Fix It install requirements and I have followed all past Microsoft recommendations to fix this concern?
Why has Microsoft not released a software patch or a better diagnostic utility to fix this continuing problem that other users have experienced and documented for the past year?
